City Manager
Kenneth Knight
Ken Knight began in his new position as
Edna City Manager on July 1, 2011 after
serving 2.5 years in the City of
Flatonia. Ken has been in public
management since first going to work in
Jackman, ME in February 1995 as their
Town Manager. He has worked in Maine,
Florida, Oregon, Washington, and now
Texas in public management positions.
He received his Masters in Public
Administration from California State
University – Sonoma in 1994 and a BA in
Political Science from California State
University – San Francisco in 1985. A
native of Maine, Ken has enjoyed the
travel and experiences in working all
around the country. Ken looks forward
to working in Edna and hopes for a long
and mutually rewarding experience in
working for the people of the City of
Edna.
Ken is single and has a passion for the
Boston Red Sox, New England Patriots,
and the Boston Bruins.

City Secretary Becky Miska serves as Secretary to the City Council and as the City's human resources officer. She is the custodian of the official City seal, maintains the City's records management
program, and oversees the conduct of City elections. The City Secretary assures that official documents in her custody are available for inspection by any citizen, any representative of any
organization, or any representative of the press or media at all reasonable times and under all reasonable regulations established by law.

Finance Director Olga Salomon administers the City's financial affairs, supervises the disbursements of all monies, manage all fiscal systems, collects and records all revenues, assists in the
preparation of the City budget, manages all investments, and provides centralized procurement services to all City departments.

As the City's general counsel, City Attorney Pam Guenther provides a full range of legal services to the City and is the chief legal advisor to the City Council, City Manager, City departments, and all
appointed boards and commissions. In the course of her duties, she reviews and negotiates City and Redevelopment Agency agreements, offers advice on labor and employment issues, helps draft
and review legislation, litigates civil cases, and prosecutes a limited number of Municipal Code violations.
In addition to being City Attorney, Pam is a private practicing attorney in Edna. She was appointed City Attorney by the City Council in 1992. She has practiced law for 18 years; all as an attorney in
Edna. She received a Juris Doctorate from the South Texas College of Law.
The City Attorney's Office does not provide private legal advice to citizens nor does it prosecute violations of the Texas Penal Code, the Texas Vehicle Code, or other violations of State law. If you

In accordance
with the City Charter, Judge
Julio Espinosa is appointed by the City Council to preside over the Municipal Court.
It is the responsibility of the Municipal Court Judge to adjudicate cases, conduct arraignments and perform magisterial functions with respect for the law and the accused. As the presiding
officer of the Edna Municipal Court, the Judge is committed to providing the citizens of Edna with impartial and efficient delivery of justice for Class "C" misdemeanors and parking violations while
accomplishing the duties incumbent upon him by the Edna City Charter and the laws of the State of Texas.
Judge Espinosa
was appointed Municipal Court Judge
by the City Council in October 2007.
He is a former City Councilperson
and is currently serving as Chairman
of the City’s Planning and Zoning
Commission.

Utility Services-Billing & Collection
Utility Services
Water, Sewer, and Garbage Services. The City of Edna provides water and sewer services within the city limits and to selected locations outside the city limits. Waste Management provides garbage
collection service to City of Edna water service customers. If you are a new resident to the City of Edna, there is a Utility Service Application form to complete and return to the City of Edna in order to
establish services with the city. To inquire as to Water and Sewer Rates, please click on the link or call our office.
Natural Gas Service. Natural gas service within the City of Edna is provided by CenterPoint Energy (South Texas). Account management and billing questions should be addressed to CenterPoint
Energy (South Texas) at (800) 427-7142 or 24-Hour Emergency Reporting at (888) 876-5786. CenterPoint Energy (South Texas) account services can also be accessed at
http://www.centerpointenergy.com.
Electric Service. Retail electric service within the City of Edna is competitive. Customers have the opportunity to shop not only for a Retail Electric Provider, but also for a variety of energy-related
products and services. To fully understand their electric service options, electric service customers should go to the Texas Choice website at
http://www.powertochoose.org or contact the Public Utility
Commission at http://www.puc.state.tx.us; telephone 512-936-7000 or email customer@puc.state.tx.us. The Affiliate Electric Provider (or Provider of Last Resort) for the City of Edna area is CPL Retail
Energy who can be contacted at 866-322-5563 or 24-Hour Emergency Reporting at (866)223-8508. CPL Retail Energy account services can also be accessed at http://www.cplretailenergy.com.
City of Edna Utility Billing/Customer Service
Billing for City of Edna provided utility services are done on a monthly basis; and, includes garbage collection fees as wells as water and sewer service fees. Utility service bills are mailed at the beginning of
the month and are due and payable upon receipt. A service account is delinquent if not paid by the fifteenth calendar day of the month. If bills remain unpaid by the twenty fifth calendar day of the
month, service may be disconnected. Prior to disconnecting a service, a delinquency notice will be mailed to the account mailing address. If a utility service is disconnected, a penalty of 10% of the
delinquent amount will be added to the account. Thereafter, the account must be paid in full and a $25.00 service reconnect fee paid, prior to restoration of service.

Municipal Court
The Edna Municipal Court is a court of record that handles misdemeanor and traffic offenses that occur within the city limits and police jurisdiction of the City of Edna.
The Edna Municipal Court has original and exclusive jurisdiction over violations of city ordinances and, within the city limits, have concurrent jurisdiction with justice of the peace courts over Class C
misdemeanor criminal cases where the punishment upon conviction is by small fine only. When city ordinances relating to fire safety, zoning, public health, or sanitation are violated, fines of up to $2,000
may be charged, when authorized by the City Council. Municipal judges may issue search or arrest warrants. These courts do not have jurisdiction in most civil cases but do have limited civil jurisdiction in
cases which involve owners of dangerous dogs.

City Prosecutor Pam Guenther serves as prosecutor for cases brought before the Edna Municipal Court. The city prosecutor is appointed by the Edna City Council.

Susan Villanueva is responsible for the administration of the Municipal Court and its financial transactions and case records. She accepts fine payments and manages the clerical duties of the case files in
the court.

Court Appearance not required tickets
If you have a ticket not requiring a court appearance and would like to take care of it without appearing in court, you may do so by appearing in person at City Hall and entering a plea of quilt to the
traffic offense. At that time you will pay for the ticket.
You may also remit your plea and payment by mail. We must receive such plea and payment within our Municipal Court office on or before your prescribed court date. Fines must be paid by certified
check or money order, made payable to: City of Edna. You may mail your plea and payment to

Court appearance required tickets
If your ticket requires a court appearance, you must appear in court on the court date listed on your ticket. You will appear before the municipal judge and enter a plea on the charge. If you plead
guilty, the judge will determine your fine amount and you will be required to pay the fine at that time. If you plead not guilty, your case will be tried. All fines and costs are due on the day of
court.
If you do not know whether or not your ticket requires a court appearance, you may contact the Edna Municipal Court at (361) 782-8880. All non-traffic offenses require a court
appearance.

Ethics Disclosures
Effective January 1, 2006, Chapter 176 of the Texas Local Government Code requires that any vendor or person considering doing business with a local government entity disclose in the Questionnaire
Form CIQ, the vendor or person's affiliation or business relationship that might cause a conflict of interest with a local government entity. By law, this questionnaire must be filed with the records
administrator of the City of Edna not later than the 7th business day after the date the person becomes aware of facts that require the statement to be filed. See Section 176.006, Local Government
Code. A person commits an offense if the person violates Section 176.006, Local Government Code. An offense under this section is a Class C misdemeanor.
The above clause will appear in all agreements or contracts for sale or purchase of
goods or services issued from the City of Edna.
