PUBLIC WORKS
Department of Public Works
The mission of the Public Works Department is to provide and manage the City's streets, utility infrastructure, parks, and open space through high quality operations, maintenance and construction in order to optimize mobility, public and environmental health, and safety. Within the limitations of the annual budget, the City's streets, water and sewer service, parks, and codes are maintained and serviced in a manner that keeps the City an economically strong and a highly desirable community in which to live, work and play.
Public Works consists of the Street Department, the Water and Wastewater Department, the Parks Section, and the Code Enforcement Section. The Street Department installs and maintains City streets and rights of way. The Water and Wastewater Department installs and maintains the water system, the wastewater system, sewer lift stations and the storm water drainage system. The Parks Section monitors and maintains the City's two, soon to be three, parks and the City's swimming pool. The Code Enforcement Section monitors and enforces the City's adopted building codes and the provisions of City ordinances dealing with health and welfare.
Regular business hours for the Public Works Department are from 8:00 a.m. to 5:00 p.m. Monday through Friday. After-hours emergencies are handled through the Jackson County Sheriff's switchboard at (361) 782-3541.

Brad Ryan, Director of Public Works
The Director of Public Works is appointed by the City Manager. He is the administrative head of the Public Works Department and is subject to the direction and control of the City Manager. The Director of Public Works is responsible for the efficient and effective administration and operation of all street, water, sewer, parks, and codes services for the City of Edna.

After service in the US Air Force, Brad began working for the City in 1998. He was appointed Director of Public Works in 2001. Brad is a State certified Plumbing Inspector and Code Enforcement Officer; holds Class C certifications in Water and Wastewater, respectively; and, is a Federally certified Flood Plain Manager. He is also active volunteer fireman with EMS certification and serves on the Board of the Jackson County Fair Association.

Street Department
The Street Department maintains the City streets to promote safe traffic flow. The Street Department Staff ensures that the City residents and visitors have safe, clear and continued access throughout the City. They enhance the appearance and image of the City and protect the City's substantial capital investment in streetscape.
City-owned sidewalks and easements are monitored and maintained to eliminate hazards and to ensure the safety of residents using the sidewalks or living near the easements.
The Street Department installs and maintains traffic control signage in accordance with City, State and Federal regulations as prescribed by adopted traffic control specifications. Additional responsibilities of the department include the removal of visual blight within the public right of way and safe operation of the City's street sweeping machine.

Steve was born in Edna and began working for the City in 1996 and has served as Street Superintendent since 1998.

Water and Wastewater Department
The Water and Wastewater Department mission is two fold: (1) to monitor and maintain up to 41 miles of water mains, 42 miles of wastewater sewer mains, and 10 lift pump stations; and, (2) to monitor and maintain the 1.8 million gallon per day (MGD) wastewater treatment plant and to dispose of 0.550 MGD treated waste in accordance with State and Federal regulations.
The Department's goals are: (1) to establish an active preventive maintenance program which maintains the City's water and sanitary sewer systems in the most cost effective manner which reduces health hazards, property damage, and extensive repairs; and, (2) to promote a cooperative atmosphere with other City departments and external agencies.

Edna Water System
Edna Water Source: The City of Edna's water supply is a groundwater system. The City operates two water wells; each of which draws water from the Evangeline aquifer.
Water Quality: The Edna water supply is tested regularly for coliform bacteria, fluoride, in-organics, volatile organics, synthetic organics, lead & copper and other elements in accordance with state and federal regulations. Annually, as required by the US Environmental Protection Agency (EPA) and the Texas Commission on Environmental Quality (TCEQ), the City of Edna must file a Consumer Confidence Report (CCR) listing the quality of the utility's water supply and any violations of state and federal regulations. A copy of the annual CCR must be delivered to each Edna water system customer. The annual CCR, along with past reports, are available at City Hall for review. Water Treatment: The quality of the groundwater from the Evangeline aquifer is such that, at present, the only required additional treatment is chlorination.
Flushing: The City of Edna is proud of the quality of water provided to its customers. However, water within long pipelines sometimes acquires an odor from stagnation. Stagnation occurs when the capacity of the main exceeds the consumption of water by the customers attached to the main. Stagnation is minimized by periodic flushing of fire hydrants. The City attempts to flush hydrants once a month, during the night, on the second or third Wednesday. The City makes every effort to pre-announcer flushing in the local newspaper.
Flushing will disrupt scale that builds up within the main and will discolor water for short periods of time after flushing is undertaken. If an odor problem occurs with your water supply, please call the Edna Public Works Department during normal business hours to discuss the issue. If water discoloration occurs after a flushing sequence, open a faucet (preferably an outside faucet) and let your household water run until the stream of water clears up. If after 20 minutes, the stream of water does not clear up, call the Edna Public Works Department (during normal business hours at 361-782-3122 or after hours at the Jackson County Sheriff's switchboard at (361) 782-3541.
Disruptions of Service: The City of Edna will attempt to notify effected customers of any planned disruption of service a minimum of 24 hours in advance of the scheduled disruption. However, unplanned disruptions will occur due to emergencies. Unplanned disruptions occur because of breaks in the main from natural causes or, more likely than not, from man made causes such as the digging into a main or lateral by someone did not request to have the pipeline located. Requests for location of City utilities should be submitted at least 48 hours in advance of a planned excavation to the Texas Excavation Safety System (DIG-TESS) at 1-800-DIG-TESS (1-800-344-8377).
Edna Wastewater System
What is the Wastewater (Sewer) System? Everyone generates wastewater. The typical home uses 75 to 100 gallons of water per person per day. When people "use" water it doesn't go away; it becomes dirty and is wastewater or sewage; and, "it can stink". Wastewater contains pathogens (disease organisms), nutrients (nitrogen, phosphorus, etc.), solids (organic, inorganic), chemicals (from cleaners, disinfectants, medications) and water. Wastewater must be cleaned up before it is returned to the environment to be recycled for future generations.
What is Wastewater Treatment: Wastewater treatment protects human and environmental health. No one wants to live in a place that stinks, is full of deadly bacteria and cannot support aquatic life. That's why communities build wastewater treatment plants and enforce laws against the release of raw sewage into the environment. There are two basic wastewater treatment systems - decentralized systems (on-site septic systems) and centralized systems which cities use in treating wastewater to meet water quality standards in a cost-effective manner. In cities where people are packed closer together and where there is a lot more wastewater to treat, the community will construct a sewer system that collects wastewater and takes it to a wastewater treatment facility.
How the Sewer System Works: To get the wastewater from your house to the wastewater treatment plant requires a system of pipes (called mains and laterals) and lift stations (to overcome changes in flow elevations). Once the water reaches the wastewater treatment plant, it goes through one, two or three stages of treatment which are closely monitored by the US Environmental Protection Agency (EPA) and the Texas Commission on Environmental Quality (TCEQ):
primary treatment allows the solids to settle out of the water and the scum to rise. The system then collects the solids for disposal as sludge (either in a landfill or an incinerator).
secondary treatment removes organic materials and nutrients. This is done with the help of bacteria -- the water flows to large, aerated tanks where the bacteria consume everything they can. The wastewater then flows to settling tanks where the bacteria settle out. Secondary treatment might remove 90 percent of all solids and organic materials from the wastewater.
tertiary treatment uses chemicals to remove phosphorous and nitrogen from the water, but may also include filter beds and other types of treatment. Finally, chlorine added to the water or ultra violet treatment of the water kills any remaining bacteria, and the water is discharged; normally, into an existing stream or large body of water.

Parks and Swimming Pools
The City of Edna currently operates and maintains 2 parks - Shelby Park and Children's Park. The Martin Luther King Children's Park is under development and is expected to open in the Spring of 2007.
The Parks Section monitors and maintains the City's parks, playgrounds, athletic fields and community center. In doing so, the Parks Section enhances the appearance and image of the City and promotes a physically fit citizenry.
Edna's Shelby Park is home to the Edna Cowboys Baseball Team, the Edna Cowgirls Softball Team, the Edna Little League Baseball and Softball Teams, and the Edna Youth Football Association.

Robert has been in City service since 1990 - 9 years as the Animal Control Officer and
is currently in the Parks Section.

The Swimming Pool Section monitors and maintains the City's public access swimming pool throughout the year; and, operates the pool during the summer swim season.
The Edna Swimming Pool is home to the Edna Piranhas Swim Team, a Texas Amateur Athletic Federation (TAAF) affiliated swim team.

Rules and Procedures for Using the City's Parks
The City of Edna operates and maintains 2 parks - Shelby Park and Children's Park.
PARK HOURS
The Parks are open to the public free of charge everyday during the hours between 5:00 am to 10:00 pm. Exceptions can be made for designated areas lighted for permitted, specific events such as baseball,
softball, and football. Other uses of existing facilities after hours shall be by permit or agreement only.
GENERAL RULES AND REGULATIONS
While enjoying the many opportunities the park system has to offer, please be aware of the following rules and regulations for park use:
- A person may not loiter in any City park.
- The consumption, sale, use, or possession of alcoholic beverages on park premises is prohibited.
- The consumption, sale, use, or possession of illegal drugs on park premises is prohibited.
- Fireworks, firearms and air guns are prohibited on park premises.
- Hunting and trapping of birds, mammals, or nonpoisonous reptiles on park premises is prohibited.
- Cutting, picking or destruction of plant life on park premises is prohibited.
- Vandalism and destruction of property on park premises is prohibited.
- Excessive noise on park premises is prohibited.
- While on park premises, pets must be on a leash and not pose a safety risk to others. Any pet waste will be removed by the pet's owner.
- Pedestrians have the right of way on park trails.
- While on park premises, motorized vehicles are not permitted off roadways and are to park in designated areas only.
- Bicycle and skateboard use on park premises, is restricted to roadways, parking lots, and designated areas only.
- No person shall possess, carry, use, or dispose of any glass containers on park premises.
- Littering and dumping of any garbage, trash, refuse, or waste, except in receptacles designed and placed in the parks for such purpose, is prohibited.
- No person shall start or build a fire on park premises.
- Camping on park premises is prohibited.
- No person shall peddle, solicit, sell or offer for sale any food, goods, wares, or merchandise on park premises; except as permitted by the City of Edna.
- A person may not repair or wash a vehicle in a City park.
- A person may not ride upon any equine animal (horse, mule, burro, donkey) or any other animal in any park except in areas designated and posted specifically for such use, or with the expressed written consent of the City of Edna.
- No cattle, sheep, goats, horses or any animal shall graze in any park except in areas designated and posted specifically for such use or with the expressed written consent of the City of Edna.
USE OF PARK FACILITIES
- Facilities Reservations. Reservation of football fields, baseball fields, softball fields or other special facilities.
a. No person shall use or otherwise occupy football fields, baseball fields, softball fields or other major park facilities without a Facilities Use Permit or Facilities Use Agreement
b. Football fields, baseball fields, softball fields or other major park facilities are available on a first come first served basis unless reserved.
c. A Facilities Use Permit or Facilities Use Agreement for football fields, baseball fields, softball fields or other major park facilities may be obtained upon application to the City Secretary in City Hall, between 8:00am and 5:00pm, Monday through Friday, telephone 361-782-3122; approval by City Council, if required; and, payment of any required fees established by the City Council.
- Event Reservations
a. No person or organization shall conduct, sponsor or promote any meeting, concert, theater, athletic event or other public activity in any City Park without a Facilities Use Permit or Facilities Use Agreement.
b. An Event Use Permit or Agreement to conduct, sponsor or promote any meeting, concert, theater, athletic event or other public activity in a City park may be obtained upon application to the City Secretary in City Hall, between 8:00am and 5:00pm, Monday through Friday, telephone 361-782-3122; approval by City Council, if required; and, payment of any required fees established by the City Council.

Rules and Regulations for Using the City Swimming Pool
Rules posted at the swimming pool supersede rules posted on this website
Anyone who fails to observe these rules will be removed from the pool. Continued violation will result in loss of swimming privileges.
Pool lifeguards are trained and certified to act and respond to any land or water emergencies! Lifeguards are trained to enforce pool rules and ensure patrons' safety!
Persons using the pool are responsible for their actions at the pool. Parents or guardians are responsible for the actions of their children. Pool personnel are not baby sitters.
- Instructions of the pool manager and lifeguards must be obeyed at all times.
- The pool area will be closed:
a. when there is no lifeguard on duty;
b. when there is an inadequate number of liefguards present; or,
c. for inclement weather.
- Children under five (5) years of age must be accompanied and supervised by a parent or competent person at least 16 years of age. Children ages 5 and under must be within arm's reach of the parent or competent person at all times.
- Swimsuits only are allowed in the water - no cut-offs, shorts, or make-shift swimsuits. Exception: a clean tee shirt may be worn. Excessively brief or revealing swimsuits are prohibited.
- Swim Diapers are required for all children who are not toilet trained. Diapers may be purchased at the pool counter.
- A shower is required before swimming
- Persons suffering from a communicable disease transmittable via water, having evidence of a contagious disease, or having an open sore or wound will not be allowed to use the pool.
- Animals are not allowed in the pool area.
- Alcoholic beverages and illegal drugs are not permitted in the pool area
- Smoking is not permitted in the pool area
- Abusive or profane language, spitting or other rude behavior is not permitted in the pool area.
- No public displays of affection in the pool area
- No gum, food, or drink inside the pool area, except in designated areas
- No glass, plastic, or metal containers allowed in or near the pool
- Street shoes are not allowed on the pool deck
- No running in the pool area
- No horseplay in the pool area
- Face masks, goggles and flippers are permitted provided they are properly used. Facemasks and goggles must have non-breakable lenses.
- Use of floatation devices must be approved by the pool manager or the lifeguard
- No throwing balls or objects in pool area
- Non-swimmers will not be permitted in water deeper than their shoulders. The pool manager or lifeguards may require a person to demonstrate their swimming ability.
- Persons four (4) years old and younger are not permitted on the diving board or slide
- Only one person at a time will be permitted on a diving board or slide. No unnecessary spring will be permitted on the diving board. Divers and sliders should immediately swim to the nearest ladder and exit the water
- Swimmers must stay off the lifeguard stands - no exceptions
- Mistreatment or abuse of public property will not be permitted
- No loitering in the pool area
- All injuries are to be immediately reported to a lifeguard or the pool manager

Code Enforcement
GOALS OF CODE ENFORCEMENT:
- To preserve the quality and value of public and private property.
- To eliminate conditions which threaten the life, health, safety and general welfare of the public.
- To maintain a quality standard of living for all who live and work in our community.
DUTIES OF THE CODE ENFORCEMENT SECTION:
- To monitor public compliance with the City's municipal code and the City's adopted building codes
- To accept and process all building permit applications.
- To review building plans and specifications.
- To perform inspections in accordance with the City's adopted building codes.
- To investigate and pursue compliance when a violation of the municipal code or the adopted building codes is reported and confirmed.
- To issue administrative notices, stop work orders, citations, correspondence, etc., as needed to ensure compliance.
- To oversee City abatement when necessary.
- To obtain and implement inspection warrants when necessary.
- To provide code enforcement staff assistance to the City Council and the Planning and Zoning Commission.
HOW TO OBTAIN CODE ENFORCEMENT ASSISTANCE:
- The City requires that all investigation requests/complaints be submitted on an official City investigation request/complaint form.
- Forms are available at City Hall.
- Forms will be mailed upon request.
- Forms can be completed by City staff over the phone.
- Anonymous requests and complaints will not be accepted or responded to.
- Upon request, the City will make every effort to keep a complainant's identity confidential.
HOW THE PUBLIC CAN HELP TO REDUCE THE NEED FOR CITY CODE ENFORCEMENT:
- When considering new construction or changes regarding land use or construction, become familiar with the applicable municipal code and building codes; and, voluntarily comply with permit requirements and all local, state, and federal regulations that may apply to your situation.
- Contact the City to obtain information regarding regulations related to zoning, land use, construction, set backs, and encroachment in public rights of way.
- Maintain all buildings and other structures in a safe, sanitary and structurally sound condition.
- Maintain all properties in a safe, sanitary and well kept condition; to include, cutting grass and weeds on a regular basis.
- Store all trash and trash containers out of public view from any street, and so as not to be offensive to neighbors or the general public.

Code Enforcement Specialist
Sheila Miller is the Code
Enforcement Specialist for the City of Edna, which includes enforcing
city ordinances pertaining to property codes within the City Limits,
Issuing Garage Sale Permits, etc. Sheila works under the direction
of the Public Works Director and the City Manager.
Sheila is a
longtime resident of Edna and has been employed with the City of Edna
since 2007.
