The Edna City Council received the results of the audit for Fiscal Year 2024 during its

regular meeting Thursday night.

Auditor Melissa M. Terry, a CPA and partner in the Victoria accounting firm of Harrison,

Waldrop & Uherek, L.L.P., explained her findings to Mayor Lance Smiga, council

members, City Manager Gary Broz, and City Finance Director Valerie Callaway.

The FY 2024 audit was late in happening because of the change in personnel and the

change in accounting software.

Nevertheless, the audit indicated that the city’s financial outlook is good. The City of

Edna weathered a $203,562 decrease in net position in FY 2024 because the city had

received and spent approximately $1.4 million ARPA federal funding in FY 2023, which

did not occur in FY 2024, leading to a decline in revenues.

“Overall, we talk about net position,” Terry said. “That is one way to look at the increase

or decrease. Two hundred thousand dollars on almost $17 million is not that big of a

change. That’s a financial way to look at it.

“Another way to look at how the city is doing is looking at non-financial factors affecting

the city, the property tax base, the sales tax base, how the city’s infrastructure is doing.

Those are other ways of looking at how the city is doing as a whole.”

The outlook is positive, Terry said, especially with the new software system.

“I think the city is heading in the right direction because of the system and being able to

monitor that more consistently and on a computer, as opposed to, as Gary says, a Big

Chief tablet,” she said.

In addition, the council:

 * held a first reading of Ordinance #2026-01, amending the Master Fee Schedule;

 * adopted Resolution #2026-01, designating authorized signatories for the

Community Block Grant – Disaster Recovery Program (CDBG-DR) for General

Land Office (GLO) State Contract Number 24-074-009-F149;

 * proclaimed April to be Fair Housing Month in the City of Edna;

 * adopted Resolution #2026-02, regarding civil rights which includes the following

policies:

  • Citizen Participation Plan and Grievance Procedures

  • Section 3 Policy

  • Excessive Force Policy

  • Limited English Proficiency (LEP) Standard Plan

  • Section 504 Policy and Grievance Plan

  • Code of Conduct Policy

  • Fair Housing Policy

* approved payment of current city bills; and

 * heard city staff reports.
